”WHAT IS UTILIZATION REVIEW?
Ah, now we are getting into some important INSIDE information.
This is an organization that works for the payers (HMO, Private Medical Insurance Plans, Medicare, Medicaid) that reviews your medical care to see if the care YOUR doctor requested is necessary.
There are many private companies who contract with your HMO, Insurance Company, Medicare or Medicaid to do this for them. Sometimes the health care plan (payer) itself does it.
If it is a private company who does this, they frequently promise to the health care plan that they can save them all sorts of money. The health care plan wants to hire the utilization company who they think may save them the most money.

Believe me they want to they just do not know how to. That may sound incredible but it is the truth. Hospitals, for example, frequently put in charge of their review departments nurses and physicians who do not have any special training in this area. They may be well intentioned and smart, but that is not good enough. You have to know the law and know how the game is played. This is what I am teaching you in this handbook.

From Chapter 4, What Is A Health Care Plan?
It is, pure and simple, a contract. No more and no less. You pay more in premiums, you get more in return (increased benefits, fewer restrictions, fewer exclusions, more choices).In any contract one can get as much or as little as one wants (as benefits), and it is up to you, the consumer, to choose what you want to buy.
Like buying a home or a car, the more you pay the more you get and it is as simple as that.
You would be cautious of someone who promises to sell you a Cadillac for Volkswagen prices, right??---Then the same thing goes for any type of health care plan.
A health care contract/plan can have any type of exclusions such as heart attacks, seizures, medications, physical therapy, pre-natal care, immunizations, well baby care, strokes or abdominal surgery, etc. They can do this, though it would be dumb to buy this type of plan.
